WhatsApp Business API in Pakistan: a 2026 setup guide
The API is Meta's, not a reseller's. What a Pakistani store needs to connect it, which local documents fit verification, and what verification unlocks.
The WhatsApp Business API — officially the WhatsApp Business Platform — is Meta's version of WhatsApp for businesses that have outgrown one phone: it runs your number inside software, so a team can share one inbox, automations can reply, and approved messages can reach customers who never saved your number. A Pakistani business gets it the same way as any other: through Meta, with a phone number, a Meta business portfolio and a card Meta can charge.
No reseller owns the API or can grant it to you privately. Every provider in Pakistan — including ConvoFly — connects your number to the same Meta Cloud API, and Meta's rules, limits and prices are identical whoever you sign up through. What differs is the software you use every day.
Why Pakistani stores move to the API
The WhatsApp Business app on a phone works until two things happen: more than one person needs to answer, or you need to reach customers at scale. Pakistan's audience makes the second one arrive early. DataReportal's Digital 2026: Pakistan report counts 117 million internet users at the end of 2025 (45.6% of the population) and 194 million active cellular connections.

The phone number
Meta's business phone number requirements say the number must be owned by you, have a country and area code (short codes are not supported), and be able to receive voice calls or SMS for the verification code. A fixed line works with a voice-call code.
One rule catches most people: "Numbers already in use with WhatsApp cannot be registered unless they are deleted first." If the number is on the WhatsApp Business app today, you either delete that account, use a fresh SIM, or keep both through coexistence — covered in keeping your number and your chats. The card
Meta bills WhatsApp fees in one of 16 currencies, and PKR is not one of them (the list is on Meta's pricing page). In practice that means a Pakistani debit or credit card paying a foreign merchant. Ask your bank to enable online international transactions on the card before you add it, and add it as a business payment method on the portfolio, not on an ad account — the details are in adding a payment method for WhatsApp.
What business verification unlocks
You can connect and start answering customers without verification. What you cannot do is grow. These three limits all rise when Meta verifies your business, each from Meta's own documentation:

For a store, the first row is the one that matters. At 250 a day you cannot send an Eid announcement to your customer list, or confirm COD orders on a sale day that brings more than 250 orders. Verification is one of three routes to 2,000; the others are having a partner verify you, or sending 2,000 delivered templates to unique customers within 30 days with high quality ratings.
Which Pakistani documents fit Meta's verification

Three rules decide most rejections:
- The legal name must match exactly. The name you type into Meta must be the name on the document, spelling and "(Pvt.) Ltd." included. "Ali Traders" on the NTN and "Ali Trading Co" in Meta is a mismatch.
- A sole proprietor's NTN is in a person's name. If your NTN is your personal one, it proves who you are, not that a business called your shop's name exists. Registering the business name with FBR, or using a firm certificate, is the usual fix.
- Self-made documents do not count. An invoice you printed yourself or a letterhead with no official seal is not a government or bank document.
The steps, in order
- Create or open your Meta business portfolio at business.facebook.com, using the Facebook account of someone who will stay with the business.
- Add a business payment method with a card enabled for international online payments.
- Choose the number — a fresh SIM, a landline, or your existing WhatsApp Business app number through coexistence.
- Connect the number from your platform. In ConvoFly this is the Connect WhatsApp button, which opens Meta's own signup window: log in, pick the business portfolio, add the number, enter the code Meta sends, and set the display name.
- Create your first templates — an order confirmation and a dispatch notice. Meta says review "can take up to 24 hours" on its templates overview.
- Start business verification in Meta's Security Centre with the documents above, on day one, so the 250 limit is gone by the time you need it.

Official API or a "bulk WhatsApp" sender?
Search for WhatsApp marketing in Pakistan and half the results sell bulk senders: software that drives an ordinary WhatsApp account from a computer. They are not the API, and the comparison is not close:

The detail is in the ban risk of unofficial WhatsApp APIs. The short version: a cheap sender that gets your number banned in the week before Eid is the most expensive option on the list.
Choosing a provider in Pakistan
Because the API itself is identical everywhere, compare providers on what you will use daily:

Can an individual without a company get the API in Pakistan?
You can connect a number without verification and message up to 250 customers a day outside a service window. To go beyond that you need business documents in the business's name, which a registered firm or a business NTN provides.
How long does it take?
Connecting a number takes minutes once the portfolio and card exist. Template review can take up to 24 hours per Meta; verification time depends on your documents and Meta publishes no fixed turnaround.
Does it cost anything to connect?
Connecting is free. Meta charges per delivered template, and your provider charges for the software.
Do I get the green tick?
